Subject: Waiver of Tuition and Fees
POLICY
For the Jonesboro Campus. Residents of the following counties in contiguous states will be permitted to register at Arkansas resident general registration fee rates when enrolling at the Jonesboro campus and at any other site at which Jonesboro campus programs are offered:
In Louisiana, the parishes of Bossier, Caddo (Shreveport), Claiborne, East Carroll, Morehouse, Ouachita (Monroe), Webster, West Carroll and Union.
In Mississippi, the counties of Bolivar, Coahoma, Desoto, Issaquena, Tunica and Washington.
In Missouri, the counties of Barry, Butler, Cape Girardeau, Carter, Christian, Dunklin, Greene (Springfield), Howell, Jasper (Joplin), Lawrence, McDonald, Mississippi, New Madrid, Newton, Oregon, Pemiscot, Ripley, Scott, Stoddard, Stone and Wayne.
In Oklahoma, the counties of Adair, Delaware, Le Flore, McCurtain and Sequoyah.
In Tennessee, the counties of Dyer, Fayette, Haywood, Lake, Lauderdale, Obion, Madison (Jackson), Shelby, and Tipton.
In Texas, the counties of Bowie and Cass.

For Arkansas State University - Mountain Home. Residents in the following counties in Missouri will be permitted to register at Arkansas resident general registration fee rates when enrolling at Arkansas State University - Mountain Home: Douglas, Howell, Oregon, Ozark and Taney.
Alumni and Their Dependents. Graduates of the Jonesboro campus and their dependents (spouse and children) who reside in other states shall be permitted to register as students at the Jonesboro campus at Arkansas resident general registration fee rates.

Age Waiver. Act 678 of 1975. Waiver of tuition and fees for students who are sixty years of age or older.
Section 1. Hereafter, when any person sixty (60) years of age or older is admitted and enrolls as a student in any State-supported institution of higher learning in this State, the Board of Trustees of the institution or other appropriate institutions officials shall waiver all tuition charges and fees for such student. Students eligible for this waiver must pay all other charges, such as graduation fees, lab fees, special course fees, auto registration, change of schedule fee, etc. This waiver is offered on a space available basis. Courses offered through Continuing Education do not qualify for tuition waiver.
Section 2. All laws and parts of laws in conflict with this Act are hereby repealed.
Section 3. It is hereby found and determined by the General Assembly that in many State-supported institutions of higher learning in the State, enrollment is at a low level and that some classes at such institutions are unusually small; that it is in the best interest of the citizens of this State that the educational opportunities at such institutions be made available to older citizens who wish to improve their education without the payment of tuition and fees normally charged students; that many older citizens would take advantage of the opportunity for furthering their education if such opportunity was made available without the necessity for paying tuition, and that such program would also be beneficial to the State-supported institutions in the State; that this Act is designed to permit such persons to attend college without the payment of tuition and fees and should be given effect at the earliest possible date. Therefore, an emergency is hereby declared to exist and this Act being necessary for the immediate preservation of the public peace, health and safety shall be in full force and effect from and after its passage and approval.
Military Service. All Arkansas residents and their dependents serving in the United States military living out of state are eligible for resident tuition rates. All other United States military personnel and their dependents stationed in the state are eligible for resident tuition rates.
Academic Common Market. Students from states that make up the Academic Common Market are eligible for out-of-state fee waivers for approved degree programs. Each state has a coordinator who must certify eligibility for any student from that state who wishes to enroll in degree programs in the market. Certification is by letter from the state coordinator to the Director of Admissions.
